Temp Bases

So I know that we have a branch of our org that is in charge of building bases and outpost, but what if there's a time when there are no constructors around and a group of soldiers needs a base. Will they be trained in how to throw a temp base together? I see both pros and cons to this...

Pros:
- Armies won't be restricted to
wait for constructors to arrive
before having a forward operating
base.
- Constructors will be able to focus
more on building more important
things.

Cons:
- There will be a lot of bases that will
be laying around. Which might cause
difficulties for troops maneuvering.

Sorry about this. This just came to mind and I thought I might as well ask it!
No need to be sorry, the forums are the best places to ask unknown or unsure questions.

Soldiers will be sorted into different assignment ranges based off there skillset, this is measured in imperial training. The squads will be evenly distributing the arrangement of skills around so there will always be at least a few squads in hand who are good at or trained to build. As apart of the assignment system they will be allocated to constructing a base, the same way normal assignments work.
Thank you for your answer!
